CONES interventions in higher education institutions in Paraguay

Abstract
The National Council of Higher Education (CONES) was created by Law No. 4995/2013 to regulate, supervise, and, when necessary, intervene in institutions that fail to comply with legal regulations. This article summarizes the main findings of research conducted as part of a doctoral thesis that sought to analyze the interventions carried out by CONES in higher education institutions in Paraguay between 2015 and 2024, with the aim of understanding their causes, the procedures followed, and their contributions to institutional management. The study, conducted with a mixed-methods approach and a multiple case study design, selected three representative institutions: two universities (one public and one private) and a higher institute, all of which were subject to intervention during the mentioned period. Data collection involved document analysis, interviews with intervenors, and surveys of administrators and faculty members from the intervened institutions. The results show that the interventions were mainly motivated by administrative and academic irregularities; that the intervention processes varied in terms of clarity, duration, and academic community participation; and that the observed effects included improvements in administrative management, implementation of corrective measures, and strengthening of the institutional culture of quality. However, limitations were also identified, particularly the absence of post-intervention monitoring mechanisms and the need to adapt procedures to the complexity of institutional contexts.
